Project description

The current project is aimed at the Roma community living on the territory of Blagoevgrad, numbering 5100 people. Among the ethnic minorities and especially among the Roma population, there are various factors fueling poverty - early school leaving, low education, permanent unemployment and lack of work habits, limited employment opportunities, poor living conditions, lack of access to health, social and educational services. The project proposal envisages the implementation of integrated measures, will cover multiple case studies and will try to solve problems related to improving health status, reducing poverty, adverse environmental and residential environment, lifestyle, etc. The project will help to facilitate access to education and health care and employment for the representatives of the Roma community and will help to overcome the risk of social exclusion and discrimination. A mobile health office, equipped with medical equipment, will be provided. Infrastructural activities are planned for the construction of a Community Center and for garbage collection. The results of the implementation of the project activities will contribute to increasing the level of acceptance of the Roma by the majority in the municipality. For this purpose, it is planned to carry out information campaigns. Activities for the exchange of experience with the donor countries are also planned, which will also contribute to the achievement of the defined goals. The project was developed with the active participation of the Roma community in the territory of the Blagoevgrad municipality, the municipality and the partner NGO organizations, and a needs analysis was carried out, on the basis of which a set of related and mutually complementary measures were defined. Activities for the exchange of experience with the donor countries are also planned, which will also contribute to the achievement of the identified goals. Information and publicity measures are planned to promote the Financial Mechanism of the European Economic Area 2014-2021.

Marginalization can be defined using a range of relevant indicators, such as social exclusion, high long-term unemployment, low levels of education, (extremely) poor housing conditions, high levels of discrimination and excessive exposure to health risks and/or lack of access to health care, i.e. those groups of the population considered most vulnerable and most in need of assistance; who regularly face severe discrimination and prejudice.

Segregated community: Segregation based on anthropological distinguishing features such as race, ethnicity, language, and others. Segregation, based on "the idea of superiority of the dominant ethnic group and culture over smaller groups, resulting in the isolation of these smaller groups in certain areas or ghettos" (Bulgarian National Doctrine, 1997:18)

Each municipality that meets the application requirements has worked more or less with NGOs or with persons representing such organizations who are familiar with the situation in the community. It is recommended that the municipality contact people who have worked in the isolated, marginalized communities within the territory of the municipality. In this way, an objective and adequate intervention of the NGO will be ensured, because it is already familiar with the situation of the specific community or could more easily assist the municipality, conduct consultations, reach the leaders, reach the Roma women and girls, etc.

Training seminars for health mediators are held every year and each municipality can declare its need for health mediators and include them in the project. If there is no such health mediator in the relevant municipality, it can start working with other informal leaders and community representatives, stating its needs to the National Network of Health Mediators and organizing training from the National Network as soon as possible.

Experience is proven by attached contracts and similar documents describing projects in which the partner organization has participated, reports of completed activities, publications and other documentation to support the claim that the organization has the relevant experience.

There is no such restriction in the application guidelines. The beneficiary should comply with national recruitment standards.

The project partners must be represented in the project management team, according to the Application Guidelines: “The management team must include at least one representative of a partner NGO."
